This report focuses on a session discussion about security sector reforms in Mozambique. The session took place in the context of a workshop held in Maputo in January 2009 and was attended by representatives of the Mozambique security institutions. Acknowledgements to the unfinished nature of the process were made and the lack of institutionalised approaches such as national security strategies in contrast with more ad-hoc policy and decision-making were discussed. Issues related to the birth and concept development of SSR were approached and its applicability tested to Mozambican realities. Matters related to sequencing, coordination and national/donor interaction were addressed and the difficulties of undertaking research in defence and security areas highlighted.
