This topic guide provides an introduction to literature on security sector reform (SSR) in East Africa which, for the purposes of this guide, includes the member states of the Intergovernmental Authority on Development (IGAD): Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda; as well as Tanzania which, together with Kenya and Uganda, has historical and political ties within the East African Community (EAC). (Eritrea, Djibouti, Ethiopia and Somalia are also referred to as the Horn of Africa, while Uganda, Kenya and Tanzania also belong to the group of countries known as the Great Lakes region.) The guide highlights key regional texts and resources that cut across a number of different security sectors and countries. Whilst not exhaustive, this guide provides an indication of the growing literature available on SSR in the region. Texts are selected for their relevance, usefulness and/or recommendations they provide to policymakers involved in improving the region’s security sectors. Research and policy documentation on SSR in many countries within East Africa is still rather nascent, but the guide will be updated at a later date to take into account newly published material.

Mediating election-related conflicts
GFN-SSR has signed a Memorandum of Understanding with DCAF. This is supported by an annual workplan outlining particular activities for cooperation and areas for information exchange.
GFN-SSR works closely with our sister project, the GSDRC, which specialises in information and resources on specific governance and social development issues.
