This paper was commissioned by the Global Facilitation Network for Security Sector Reform (GFN-SSR) to stimulate reflection and debate about the challenges facing the donor security sector reform (SSR) policy agenda and how these can be met more effectively. With DFID set to issue a new White Paper on Eliminating World Poverty: Assuring Our Common Future, an opportunity exists to take stock of its current approach to SSR, including the role of the GFN-SSR. An earlier version of this paper was presented at the GFN-SSR Advisory Group meeting held in Maputo in January 2009, at which the author received valuable feedback that was drawn upon liberally in revising this paper. The views as expressed in the paper nonetheless remain those of the author alone
