
GFN-SSR will be running two further SSR Practitioners' Courses on the
8-11th November 2009 and 17-10th January 2010. Please enquire by emailing enquiries@ssrnetwork.net.
The SSR Practitioners' Course is a residential programme held in Birmingham. The course aims to provide an overview of security sector reform and its constituent parts, as well as provide an opportunity for discussion of good and bad practices in SSR and issues to consider when developing programmes and projects.
There are slight thematic variations from course to course but the following topics have been covered in recent courses: defence reform; the rule of law and the reform of the justice sector; reform of intelligence services; critical approaches to disarmament, demobilisation and re-integration of combatants; gender and SSR; and SSR during conflict. Each course also includes several case study orientated sessions and exercises to allow participants to apply learning from thematic sessions to a 'real' situation and to better understand what SSR is like on the receiving end. Recent courses have included case study sessions on Liberia, Southern Sudan, Sri Lanka and a simulation exercise based around the Guinea Bissau example.
Sessions are delivered using a variety of delivery methods to allow for open discussion and for participants to act out "real" SSR challenges, to recognise how complex SSR programmes are, and the various pitfalls and contextual issues to be considered, as well as to identify lessons learned for future SSR programmes. In addition, the networking component has always been cited by participants as a real benefit of the course.
We allow a maximum of 25 participants on each course, comprising representatives of three UK Government departments (MoD, DFID, FCO) as well as external participants from international organisations, governments and NGOs.

Further courses have been put on hold pending the results of a scoping study to develop a new HMG Security and Justice course.

GFN-SSR has signed a Memorandum of Understanding with DCAF. This is supported by an annual workplan outlining particular activities for cooperation and areas for information exchange.
GFN-SSR works closely with our sister project, the GSDRC, which specialises in information and resources on specific governance and social development issues.
