Provision of monitoring and Evaluation services for a security sector accountability and police programme (SSAPR) in the democratic republic of Congo (DRC)

Short Description of the contract or purchase(s)
Improved governance (and particularly security and justice) is a key pillar of the DRC Government's Programme d'Actions Prioritaires. In response, DFID plans to develop and implement a 5 year GBP70m Security Sector Accountability and Police programme (SSAPR) this will include: a) An External Accountability programme: Support to parliamentary commissions, civil society and academic institutions; b) An Internal Accountability programme: Strengthening financial accountability, discipline and conduct as well as sector wide co-ordination; c) A Police Support programme: Support to the Police Nationale Congolaise and the national reform process. d) A Monitoring and Evaluation component: to provide bespoke monitoring and evaluation services within the security and justice sector and for the overall SSAPR programme. We invite expressions of interest for the provision of monitoring and evaluation services for the SSAPR programme. This will include designing and implementing a baseline survey of public perceptions of safety and security, strengthening government M & E systems and monitoring the effectiveness of the SSAPR programme.Project management consultancy services.

Security Sector Reform Officer (Economic Adviser)

United Nations Integrated Mission in Timor Leste

Accountability: (The following duties are generic and may differ depending on the requirements of the mission.) Under the direction of Chief of the Security Sector Support Unit (SSSU), the Security Sector Reform Officer (Economic Adviser to the Security Sector Reform) will be responsible for the following duties: serve as the SSSU focal point for all matters relating to promoting good practice and transparency in public spending in the security sector; act as a policy advisor on both macro and micro economic issues related to the security sector reform process in partnership with relevant Government Ministries; provide advice on determining the costs of implementing the recommendations emerging from the comprehensive review of the security sector; provide advice to the Government on promoting accountable, clear and transparent public spending in the Timorese security sector; assist in developing procurement guidelines in the defense sector; assist in the development of a Security Sector Development Plan; provide financial advice for other members of the SSSU; provide regular updates to the Chief SSSU on economic matters relating to the security sector reform process.

Competence: Professionalism - Demonstrate and articulate a solid understanding and familiarity with the concepts of security sector reform (SSR); demonstrate sound capacity to provide advice and support the development of policy in relation to public spending in the security sector; demonstrate economic research skills; demonstrate the ability to articulate complex economic ideas in a clear and concise style; proven strong analytical and writing skills; ability to proactively support the formulation of policy initiatives; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Education: Advanced university degree (Masters degree or equivalent) in Economics, Public Administration, Public Policy or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Experience: At least 7 years of progressively responsible experience in research/policy development in the area of economic policy, public sector budgeting and spending, or a related field in a government ministry or similar international institution with responsibility for defense, policing or internal security. Experience in conducting applied research is required. International experience in the UN or other organizations is highly desirable.

Language: Fluency in English (written and oral) is required. Proficiency in Portuguese, or Tetum is highly desirable.

Research Fellow Security System Reform

The Clingendael Institute is a leading think-tank and training centre in the field of international relations. The research and training programmes of the Institute focus on security and conflict, European studies, diplomatic studies, and international energy studies. Clients of the Institute are ministries of foreign affairs, defence, development cooperation, economic affairs and justice, as well as international organisations and the private sector.

The Conflict Research Unit (CRU), which is part of the Security and Conflict Programme, has a vacancy per 1st October 2008 for a:

Research Fellow Security System Reform
for 36 hours per week (fulltime)

Background:

The CRU conducts research on the nexus between security and development with a special focus on integrated/comprehensive approaches towards conflict prevention, stabilisation and reconstruction in fragile and post-conflict states. Specialising in conducting applied, policy-oriented research, linking academic research with policy analyses, the CRU translates theoretical insights into practical tools and policy recommendations for decision-makers in national and multilateral governmental and non-governmental organisations. Activities include implementing stability analyses of specific countries/regions; assessing interventions of international actors in (post-)conflict situations and fragile states; developing analytical instruments for policy-makers; developing and implementing training modules for policy-makers and practitioners; and providing policy advice. Clients include the Netherlands Ministry of Foreign Affairs and its Embassies, the Ministries of Defence and Economic Affairs, the World Bank, the OECD-DAC, UN organisations, Ministries of Foreign Affairs/Development Cooperation of other countries (e.g. the United Kingdom, Norway, Sweden, France), and Dutch and International NGOs.

CRU research activities are structured along the lines of the three central components of an integrated approach towards fragile and post-conflict states, i.e. security and stability, governance and democratisation, and socio-economic development. Security System Reform (SSR) is a central element of the security and stability cluster. The concept of SSR has over the years gained importance in the development assistance community as it became increasingly evident that neither people nor the communities and states they live in are able to achieve democratic consolidation, poverty reduction or sustainable development without adequate security or access to justice. The concept of SSR is aimed at improving this situation through enhancing service delivery in terms of appropriate levels and forms of security and accessible justice, as well as by improving the democratic governance of the security sector. CRU not only has contributed to the development of various assessment tools for SSR such as the OECD-DAC Handbook on Security System Reform, but is also focusing on translating findings of research and assessments into more effective SSR programming. As part of the work on security and stability, the CRU is also working on issues of the closely related area of Demobilisation, Disarmament and Reintegration (DDR).

CRU is currently looking for an experienced researcher familiar with a policy-oriented environment, to strengthen the security and stability component of its work.

Tasks and responsibilities:

  • Data collection and analysis, mostly based on qualitative research methods.
  • Translating research findings to user friendly and policy relevant products (e.g. handbooks, methods and checklists for assessments and evaluations).
  • Writing reports with a focus on policy advise, as well as academic oriented articles.
  • Developing and implementing training modules.  
  • Providing presentations (targeted briefings as well as conference presentations).
  • Developing and writing research proposals, as well as implementing, managing and monitoring of research projects (both desk study and field research).
  • Participating in debates on (inter)national policy on the above mentioned research areas, as well as in thematic and organisational developments in these research areas.

Specific qualifications and experience: 

  • 5-10 years of relevant working experience.
  • University degree in social or political sciences, preferably PhD or comparable practical experience. 
  • Familiar with international and Dutch policy on security and stability in (post-)conflict situations and fragile states, in particular SSR and DDR processes (including issues of justice and gender).
  • Familiar with research and policy instruments in these areas.
  • Familiar with (inter)national organisations actively involved in these areas, specifically with recent developments in the OECD and the UN, as well as regional organisations (e.g. EU, AU and OSCE).
  • Proven experience with research of conflict situations.
  • Proven experience with working in a policy environment and providing policy advice.
  • Experience in developing and implementing training on security and stability in (post-)conflict situations and fragile states, in particular SSR and DDR processes (including issues of justice and gender).
  • Strong analytical qualities and writing skills, to be demonstrated by publications and reports.
  • Great flexibility and capable of working under time pressure and with strict deadlines.
  • Team player, also capable to implement projects independently.
  • Capable of reading and writing in English fluently. Preferably capable of reading and writing in Dutch, or willing to learn. Furthermore, active knowledge of another language would be preferable (e.g. French, Spanish).

Conditions:

  • Location: The Hague.
  • Willing and able to travel (frequently).
  • This is a position for 36 hours per week.
  • Salary in line with requirements for this position (maximum € 65.000,00) based on work experience.
  • This is a position for 12 months, with a possibility for extension.

The Geneva Centre for the Democratic Control of Armed Forces (DCAF)
