Global Facilitation Network for Security Sector Reform

The Global Facilitation Network for Security Sector Reform (GFN-SSR) works to build and facilitate networks of policy-makers, practitioners and civil society organisations involved in SSR. Security is a core aspect of the vulnerability of the poor. SSR aims to develop a secure environment based on development, rule of law, good governance and local ownership of security actors. GFN-SSR promotes these objectives by working with local actors through networks, capacity building and information sharing. For further information on GFN-SSR and the services provided, click here.

This comparative study of the politics of security decision-making focused on three countries where HMG currently supports SSR: Nigeria, Sri Lanka and Uganda. The aim of the study was firstly, to enhance understanding about the factors which influence security decision-making processes, and secondly, to explore ways of incorporating this knowledge more effectively into HMG’s SSR and broader conflict prevention and development programming.

Promoting Conflict Prevention through Security Sector Reform: Review of Spending on Security Sector Reform through the Global Conflict Prevention Pool

Security sector reform is a key area of work for the UK government, and the Global Conflict Prevention Pool has been a major UK vehicle for supporting SSR. The decision to reorganise UK conflict prevention funding starting in April 2008 has offered an opportunity to assess lessons learned from implementing SSR activities through GCPP in order to provide a sound basis going forward.


This review examined the GCPP’s decision-making process on SSR, as well as the coherence, effectiveness and impact of GCPP funded SSR activities.  While the review identifies several strengths of HMG’s SSR work such as applying a strategic approach to SSR programming, promoting joined-up approaches, influencing partner governments and other members of the international community and seeking to co-ordinate international SSR efforts, it also identifies opportunities to further strengthen the UK’s investments in SSR.

The review is being launched in London and Paris on the 2nd and 3rd of June.

The Geneva Centre for the Democratic Control of Armed Forces (DCAF)
